Surviving disruptive cyber events requires a specific form of planning. One must strike a balance between defending against threats (e.g., managing conditions) and effectively handling the effects of disruption (e.g., managing consequences). Employing a model (such as the CERT Resilience Management Model) provides a catalog of practices and a system of measurement.
