Destiny 2: Critical Bug w/ Faction Rallies - Broken - Needs Fix!

I found a Critical bug when starting the Faction Rallies in Destiny 2. This issue prevents the player from speaking with Dead Orbit and any other vendor once the bug is active. The fix is to return to Orbit and return to the tower. DO NOT teleport to the center while within the tower because this is how I was able to replicate it.
