“In order to hold somebody's clearance, who has a higher clearance than what is necessary for the contract that you're hiring them on, they have to become what is called surge support on a higher level contract, which means that if there is something going on and the other contract needs to call them up to provide support for various reasons, then the person has to be okay with providing that surge support in order to be able to hold the higher level clearance.”
