If you don't understand why God instituted human government, let's make it very clear: the thought of every man is continually evil. Jeremy unpacks this statement, which is not the thought of man but of God. We view ourselves as good, or at least not bad, but God who knows intimately our hearts also knows what we desire and focus on, and it's not good. So to prevent Himself from needing to judge the whole world over and over again, He instituted human government.
