In Episode 5: Foggy Bottom Engaging the World, The Public Diplocast speaks with the Executive Director of the U.S. Advisory Commission on Public Diplomacy, Dr. Shawn Powers. Powers discusses the ways in which the U.S. Department of State is engaging in public diplomacy, examples of embassies excelling in the field, and future trends in public diplomacy. Shawn Powers is the Executive Director of the United States Advisory Commission on Public Diplomacy, a body authorized by Congress to oversee and promote U.S. Government activities that intend to understand, inform, and influence foreign publics. He has a Ph.D. from the USC Annenberg School for Communication and Journalism at the University of Southern California and more than a decade of experience working at the nexus of public diplomacy, development, and national security. In 2015, Shawn authored (with Michael Jablonski) the award-winning The Real Cyber War: The Political Economy of Internet Freedom (University of Illinois Press). Since 2010, Shawn has taught at Georgia State University, where he launched and directed its Center for Global Information Studies and remains an Associate Professor on leave. He has been invited to speak at the Al Jazeera Forum, Austrian Diplomatic Academy, British Broadcasting Corporation, Council on Foreign Relations, United Nations, World Summit of Nobel Peace Laureates, and over 30 universities. As head of the Mayor's Office for International Affairs, she leads the City's global platform for promoting its goals for a more just and accessible society, showcasing the diversity of New Yorkers and sharing policies and best practices with the world. Prior to joining Mayor Bill de Blasio's administration, Penny was the Director of Girls and Women Integration at the Clinton Global Initiative. In 2017, Penny was named by the French American Foundation as a Young Leader. She is a World Economic Forum 2016 Young Global Leader, and a Term Member of the Council on Foreign Relations. She serves on the Board of Directors of the United Nations Development Corporation. In her personal time, Penny serves on the Innovation Advisory Committee for 92Y and on the Founding Member Committee of Lincoln Center’s Global Exchange. Southers is the Director of the Safe Communities Institute and Homegrown Violent Extremism Studies at the University of Southern California Sol Price School of Public Policy, where he is also a Professor of the Practice of Governance. Dr. Southers also serves as the Director of International Programs of the Department of Homeland Security National Center for Risk and Economic Analysis of Terrorism Events (CREATE) at USC. Previously, he also served as: California Governor Arnold Schwarzenegger’s Deputy Director in the California Office of Homeland Security; Chief of Homeland Security and Intelligence for the Los Angeles World Airports Police Department, and President Barack Obama’s first nominee for Assistant Secretary of the Transportation Security Administration. Dr. Southers is the author of Homegrown Violent Extremism, a book investigating radicalization, recruitment and ideological trends in domestic terrorism and extremism. Soni discusses the importance of interfaith dialogue, how today's youth are encouraging tolerance and understanding, and the three things he would tell U.S. diplomats about faith and diplomacy. Varun Soni serves as Dean of Religious Life of USC and a CPD Faculty Fellow. In this role, he brings together the spiritual and scholarly resources of the university, provides moral and ethical leadership for the USC community, and works closely with the 70 student religious groups and the 35 Religious Directors on campus. He also oversees the Interfaith Council, organizes interdisciplinary events that explore religion broadly conceived, and leads ceremonial and memorial events. He is an advocate for the proposed Multi-Faith Center for Research, Reflection, and Practice and he remains a visible and vocal proponent of religious pluralism and interfaith dialogue at USC. His research and teaching interests are inter-disciplinary, and focus on the role of public engagement in foreign policy. He is the author of The Cold War and the United States Information Agency: American Propaganda and Public Diplomacy, 1945-1989 (Cambridge, 2008) and The Decline and Fall of the United States Information Agency: American Public Diplomacy, 1989-2001 (Palgrave, 2012). His first book was Selling War (Oxford, 1995), a study of British information work in the United States before Pearl Harbor.
